Dear Janes,

You spoke to me about my letter of the 9th of May regarding the Hong Kong Government estimates for 1945-47. As requested I enclose a copy or the telegram from Hong Kong of the 22nd of re ruary, 1945.

As I mentioned to you on tre telephone, since i wrote my letter we have ciscovered a claim from the Foreign office acounting to just under £500,000 in respect of the expenditure incurred by the Consul at acon This claim was submitted in liarch with a request for payment before the 31st of arch but, owing to a chapter of accidents, it was registered on the wrong file and has only just come to light. Now that normal communication with Laco is possible we are proposing to ask the Foreign Office to obtain full details as regards this expenditure before meeting the claim. In addition, I think we shall now have to refer to the Governor of Hong Kong before payment 15 actually made. Apparently no provision for such a claim has been made in the amounts referred to in the Hong Kong telegram of the 3rd of April. In these circumstances, if the claim is eventually met and charged to Hong Kong Government funds the deficit for the year will be increased to just under £2,000,000. In any case it appears obvious that as we have only provided for £900,000 in this year's Colonial and
